עיריית גני תקווה (להלן: "העירייה") מכבדת את הפרטיות של התושבים, המבקרים והבאים בתחום העירייה, עובדי וספקי העירייה, וכן פרטיות המשתמשים באתר האינטרנט (להלן: "המשתמש" וביחד "המשתמשים") אותו היא מנהלת ומפעילה בכתובת www.ganeytikva.org.il (להלן: "האתר") ובשאר הערוצים המקוונים.
מדיניות פרטיות זו (להלן "מדיניות הפרטיות") מתארת את האופן שבו העירייה עושה שימוש במידע אותו היא אוספת. גלישה ו/או שימוש באתר או בשירותים של העירייה, מהווים את הסכמת ואישור המשתמש למדיניות הפרטיות.
המידע המובא להלן מיועד לסייע למשתמש או לתושב להבין את מדיניות הגנת הפרטיות של העירייה. מדיניות הפרטיות כפי שתפורט להלן, תבהיר את המידע שהעירייה אוספת אודות המשתמשים והתושבים, המטרות שלשמן העירייה אוספת את המידע, איזה שימוש אפשר שהעירייה תעשה במידע, מי הם הצדדים השלישיים שהעירייה תעביר להם מידע ועוד.
חלק מהמידע שהמשתמש מוסר לעירייה תלוי בהסכמתו וברצונו של המשתמש ואינו נובע מחובה חוקית. המידע ישמר במאגרי העירייה לצורך המטרות המפורטות במדיניות פרטיות זו. השימוש באתר ו/או בשירותים המוצעים על ידי העירייה, מעידים על הסכמת המשתמש למדיניות פרטיות זו וכי מידע יישמר וינוהל במאגר כאמור. השימוש במידע שבמאגר יעשה בהתאם להוראות מדיניות פרטיות זו או על פי הוראות כל דין, למטרות המפורטות להלן.
מדיניות פרטיות זו כתובה בלשון זכר רק מטעמי נוחות ויש לראות בכתוב כמתייחס גם ללשון נקבה.
במדיניות זו, משמעות המונח "מידע" הוא כל מידע הנאסף על ידי העירייה או נמסר לה על ידי המשתמש או מי מטעמו, במסגרת השימוש של המשתמש באתר או בשירותים הכלולים בו או בפניה או בקשה לקבלת שירותים מהעירייה, שבאמצעותו ניתן לזהות את המשתמש והמוגן על פי חוק הגנת הפרטיות התשמ"א-1981 ("החוק").
העירייה תאסוף אודות המשתמשים את המידע שיפורט להלן (כולו או חלקו): שם פרטי ומשפחה, כתובת מגורים, מגדר, כתובת דוא"ל, תאריך לידה, וכן מידע הנוגע לפניות, בקשות, תלונות, דיווחים או בקשות מידע שהוגשו לעירייה, לרבות תיעוד התכתבות והתקשרות עמה, הקלטות שיחה, נתוני חשבונות עירוניים, חיובי ארנונה, אגרות, קנסות ופרטי תשלום (מאובטחים), מידע ממצלמות אבטחה ומערכות פיקוח ומידע 'טכני' המתקבל בעת שימוש באתר או במערכות דיגיטליות אחרות, כגון כתובת IP, סוג דפדפן, מערכת הפעלה, נתוני גלישה, נתוני מיקום (אם הופעלו), וקבצי עוגיות (Cookies) או טכנולוגיות מעקב דומות (ראו מטה) וכל מידע אחר ונוסף שהמשתמש מוסר או משתף עם העירייה (להלן: "המידע"). המידע נאסף במישרין ממשתמשים או בשמם, ממאגרי מידע עירוניים ומגופים ממשלתיים וציבוריים אחרים על פי דין.
העירייה אוספת את המידע לצורך המטרות הבאות (כולן או חלקן): שימוש בתהליכי קבלת החלטות; מתן שירותים לתושבים; שיפור חוויית התושב והשירותים הניתנים כולל באמצעות ניתוח שיחות ונתונים, לרבות תוך שימוש בבינה מלאכותית ; שיפור ותפעול האתר והמערכות; עמידה בחובות משפטיות, מנהליות ואתיות, שמירה על ביטחון ובטיחות, תקשורת עם הציבור, ניהול משאבי אנוש והתקשרויות, לשם עריכת נתונים סטטיסטיים ויצירת מידע מעובד, סטטיסטי או אחר; ניתוח סטטיסטי של נתוני תעבורה ושימוש באתר.
העירייה לא תעביר ולא תמסור מידע לצדדים שלישיים אלא לצורך המטרות המפורטות במדיניות זו כאשר המידע שיועבר לאותם צדדים, יכלול רק את המידע הרלוונטי הנדרש לצורך קיום המטרה ובאופן מידתי. העירייה רשאית להעביר את המידע וכל חלק ממנו לצדדים שלישיים אשר מעניקים לה שירותים לרבות שירותי איחסון מידע ושירותים נוספים, בתוך מחלקות העירייה השונות וכן לגופים ציבוריים כגון משרדי ממשלה, רשויות אכיפה, ערכאות משפטיות וגופים מוסמכים וזאת לצורך המטרות המוגדרות במדיניות זו ובאופן מידתי כאמור. בנוסף לאמור, ידוע למשתמש והוא מסכים לכך כי העירייה תהיה רשאית לאחסן את המידע מחוץ למדינת ישראל ובכלל זה במדינות שרמת ההגנה של המידע אינה תואמת את הוראות הדין הישראלי, בתנאים שנקבעו בחוק.
העירייה תאפשר לחברות שמעניקות לה שירותים לאסוף מידע לא מזוהה אודות המשתמשים באתר וזאת באמצעות cookies וטכנולוגיות שונות באתר (להלן ביחד: "העוגיות"). עוגיות הן קבצי טקסט קטנים אשר מאפשרים לאסוף מידע לא מזהה דרך מחשבי משתמשים או דרך דפדפן האינטרנט ובין היתר, את סוגי המידע הבאים: מידע לא מזהה בקשר עם האתר, השימוש בו לרבות אך לא רק סוג דפדפן, כתובת IP, מקור שרת, תאריך ושעה של בקשת משתמש, דפוסי התנהגות של משתמשים, תחומי עניין, זמני שהייה בעמודים, מילות מפתח, נתונים סטטיסטיים, מספרי משתמשים, היקפי שימוש ו/או מאפיינים של שימוש כאמור, מידע על משובי המשתמשים על השימוש באתר ועוד.
בנוסף, העירייה תאפשר לחברות שמעניקות לה שירותים לעשות שימוש בשירותי reCAPTCHA במסגרתו ייאסף מידע לא מזהה אודות המשתמשים כגון נתוני מכשיר ועוד. השימוש בשירותי reCAPTCHA כפוף לתנאי השימוש ומדיניות הפרטיות של גוגל עליהם ניתן ללמוד בקישורים הבאים: policies.google.com/terms ו-policies.google.com/privacy.
כמו כן, העירייה רשאית לעשות שימוש בשירותי אנליזה, ניתוח סטטיסטי ומחקר של צדדים שלישיים כגון Google Analytics. העירייה תאפשר לחברות המעניקות לה שירותים לקבל גישה ולעשות שימוש במידע לא מזוהה שמתקבל בקשר עם השימוש של Google Analytics. השימוש בשירותים של Google Analytics כפוף לתנאי השימוש ומדיניות הפרטיות של Google Analytics. ניתן ללמוד על המידע שנאסף במסגרת שירותים אלה, במדיניות הפרטיות של Google Analytics בקישור: https://policies.google.com/privacy?hl=en.
משתמש אשר אינו מעוניין שהעוגיות יאספו במחשבו, יכול להימנע מכך על ידי שינוי ההגדרות בדפדפן במחשבו. ביטול העוגיות עלול לגרום לכך שחלק מהשירותים באתר לא יהיו זמינים או שאיכותם תיפגע. על אף האמור לעיל, עוגיות אשר חיוניות והכרחיות לתפעול וניהול האתר כמו גם עוגיות של Google Analytics לא ניתנות לביטול.
הזכות לעיין ולתקן את המידע האישי היא בהתאם להוראות החוק. אם המשתמש מעוניין לעיין או לתקן את המידע, ניתן לעשות זאת באמצעות פנייה לעירייה בהתאם לפרטי התקשרות המופיעים בסעיף 14 למדיניות פרטיות זו להלן.
התנאים וההוראות המפורטים במדיניות הגנת הפרטיות זו, וכן כל שינוי או תיקון שלהם, כמו גם השימוש באתר, יוסדרו על פי חוקי מדינת ישראל ללא התייחסות לסעיפי ברירת הדין החלים בה. סמכות השיפוט בקשר עם כל מחלוקת ו/או תביעה אשר יתעוררו בקשר עם השימוש באתר ומדיניות פרטיות זו או הקשור אליו מסורה באופן בלעדי לבתי המשפט במחוז מרכז.
העירייה רשאית לשנות את מדיניות הפרטיות מעת לעת. מדיניות הפרטיות העדכנית שתפורסם באתר תחייב את המשתמש. המשך השימוש של המשתמש באתר לאחר עדכון מדיניות הפרטיות יהווה הסכמה של המשתמש למדיניות הפרטיות המעודכנת לרבות לשינויים.

Our website implements the ARIA attributes (Accessible Rich Internet Applications) technique, alongside various different behavioral changes, to ensure blind users visiting with screen-readers are able to read, comprehend, and enjoy the website’s functions. As soon as a user with a screen-reader enters your site, they immediately receive a prompt to enter the Screen-Reader Profile so they can browse and operate your site effectively. Here’s how our website covers some of the most important screen-reader requirements, alongside console screenshots of code examples:
Screen-reader optimization: we run a background process that learns the website’s components from top to bottom, to ensure ongoing compliance even when updating the website. In this process, we provide screen-readers with meaningful data using the ARIA set of attributes. For example, we provide accurate form labels; descriptions for actionable icons (social media icons, search icons, cart icons, etc.); validation guidance for form inputs; element roles such as buttons, menus, modal dialogues (popups), and others. Cognitive disorders – we utilize a search engine that is linked to Wikipedia and Wiktionary, allowing people with cognitive disorders to decipher meanings of phrases, initials, slang, and others.
Additional functions – we provide users the option to change cursor color and size, use a printing mode, enable a virtual keyboard, and many other functions.

We aim to support the widest array of browsers and assistive technologies as possible, so our users can choose the best fitting tools for them, with as few limitations as possible.
